Indiana Racing and Breeding Economic Impact Survey

In 1988, 62 percent of Hoosiers voted to remove the constitutional ban on all forms of gaming in Indiana. In September, 1994, the first pari-mutuel racetrack opened in the state. From the beginning of pari-mutuel horse racing in Indiana, our legislators displayed the foresight to give this fledgling industry a good head start and a solid foundation as we competed with older, more established state racing programs.

In 2007, the Indiana General Assembly passed, and the governor signed into law, a bill that would permit electronic gaming at the state’s two pari-mutuel racetracks. The slots legislation was the product of unprecedented cooperation and more than ten years of effort put forth by representatives of Indiana standardbred, thoroughbred and quarterhorse racing and breeding associations and the state’s two pari-mutuel race tracks in building public understanding of the industry and legislative support for this concept.

Mare Residency and Mares Bred in Indiana

Due to Indiana's slots-fueled program, the total mares registered in the state and bred to Indiana stallions has grown dramatically. In 2011, more mares were bred in Indiana than any other state, with a total of 3,301 mares bred.

Indiana Racing Statistics

In 2011 a total of 161 race cards were conducted at pari-mutuel tracks in Indiana with a total of 2,035 races going to the post. Indiana's racing program ranked fourth in the United States with more than $30 million in purses distributed and ranked second nationally in average purses per race card.

Occupational Licensing

Pursuant to IC 4-31-6 and 71 IAC 5-1-1, all persons participating in pari-mutuel racing under the jurisdiction of the Commission are required to be licensed. The licensing process is the backbone of the Commission’s regulatory efforts. Below information derived from Indiana Horse Racing Commission annual reports.
